His sister, who previously worked as a primary school teacher in the Mykolaiv region, suddenly became the founder of a company dealing in wholesale fuel trading and conducts business with individuals involved in police cases.

Investigators reported that after Vygovsky’s appointment in the capital, he settled into a private house near Kyiv valued at 6.5 million UAH (approximately 150,068 euros). This house is registered under a long-time family friend from Mykolaiv, who, according to journalists, did not have an income that would support such a purchase. Furthermore, the woman struggled to answer questions about the house’s location or its size.
Additionally, Vygovsky used vehicles registered to his mother-in-law for a long time. Initially, it was a Hyundai Santa Fe, then a Volkswagen Touareg. The mother-in-law later sold the second car and gave the entire amount (900,000 UAH) to her daughter. This sum was sufficient to buy an Audi SQ5, although the mother-in-law subsequently purchased a new Audi SQ8. Journalists noted that such cars cost around $100,000, and the mother-in-law neither owns a business nor has had a job for many years.
Furthermore, journalists revealed that in 2016, a private house in the Mykolaiv suburb was registered to Vygovsky’s sister, Oksana Alkhovyk, where the policeman lived while working in the local administration. At the time of purchase, Alkhovyk lived in a village near Mykolaiv, where she worked as a primary school teacher with an annual salary of 60,000 UAH.
Subsequently, Alkhovyk was employed by the Mykolaiv police, moving to the city and residing in a 32-square-meter house on the outskirts. In 2019, Alkhovyk became a founding member of LLC “Yugnefteprodukt,” a company engaged in wholesale fuel trading. Her partner in this company was the husband of the house owner where Vygovsky currently lives. Now, Alkhovyk owns half of the business, with an annual revenue of about 400 million UAH, according to journalists.
The journalists also reported that Yugnefteprodukt has been trading with individuals involved in criminal cases handled by the National Police. For instance, in 2022, some of the company’s suppliers were LLC “Exxon YK” and LLC “Continental Trade.”
In 2020, Alkhovyk and her partners purchased two hectares of land near Mykolaiv, where they opened a gas station under the Kiv Oil brand. Investigators visited this gas station at the end of April and found that it sold fuel without a license, without receipts, and accepted cash or payments to a man’s card who sells coffee in the neighboring café.
In response to Bihus.Info’s inquiry, Vygovsky stated that he did not know where his sister got the money to buy the house he previously lived in. He also claimed ignorance regarding the source of his mother-in-law’s cars. Concerning the criminal cases involving Yugnefteprodukt’s partners, he stated that he was unaware of them because police investigators are independent, and he does not interfere with their work.
