An officer from Odesa told the publication that only about 20% of the required number of conscripts are being recruited due to corruption, a shortage of personnel, and health issues among those being mobilized. He also called on NATO to intervene, inspect Ukraine’s conscription processes, and suggested that part of the funds donated by Western allies should be used to raise the salaries of Ukrainian soldiers.
Recently, Roman Kostenko, the secretary of the parliamentary committee on national security, defense, and intelligence, stated that Ukraine’s mobilization rates have been declining. He claims that the situation has worsened compared to the months following the adoption of a stricter mobilization law in the spring of 2024.
Kostenko blamed the slowdown in mobilization on “the government and the supreme commander-in-chief,” referring to President Volodymyr Zelensky.
Previously, Kostenko mentioned that the Ukrainian authorities might have to lower the mobilization age if Russia announces a new wave of mobilization.
