09.01.2025 - 18:18Since the start of the full-scale war, Ukrainians’ trust in all institutions of power has sharply declined.

Trust in President Volodymyr Zelenskyy as an institution has dropped by 39%—from 84% in December 2022 to 45% two years later. Trust in Zelenskyy as an individual has fallen to 52%.
The Verkhovna Rada (Ukrainian Parliament) holds the lowest level of trust among Ukrainians, with a decrease from 35% to 13%.

The government’s trust rating has also declined significantly, from 52% to 20%.
Even the Armed Forces of Ukraine (AFU), which have consistently enjoyed the highest level of trust, saw a slight decline for the first time in three years of war, from 96% to 92%. Additionally, 2% of respondents now express distrust in the Ukrainian army. Despite this, the AFU remains the most trusted institution by a wide margin.
The Security Service of Ukraine (SBU) ranks second in trust, though it also saw a decline from 63% to 54%. Trust in the police has dropped from 58% to 37%.
Over the past year, the number of Ukrainians willing to cede some territories for the sake of peace and independence has doubled—from 19% in December 2023 to 38% in December 2024.
The proportion of Ukrainians willing to endure the war “for as long as it takes” has also decreased significantly. While it peaked at 73% in the winter of 2023-2024, it fell to 57% by December 2024.
