18.03.2025 - 20:02Ukrainian President Volodymyr Zelensky and the command of the Ukrainian Armed Forces have immunity from responsibility for decisions made on the battlefield, including those concerning the Kursk region of Russia.
This was stated by Fedir Venislavsky, a deputy from the Servant of the People party and a member of the Verkhovna Rada Committee on National Security, Defense, and Intelligence.
“At the beginning of the war, we passed a law that provides for what is known as combat immunity. This means that military commanders and officers are not legally responsible for decisions made in battle, including decisions to withdraw Ukrainian units from Russia’s Kursk region. If we were to start blaming every military leader for failures at the front, there would be very few willing to give orders at all, as war inevitably involves losses—both in personnel and equipment,” Venislavsky stated during a briefing at the Ukrainian Media Center, responding to a journalist’s question about the retreat of Ukrainian Armed Forces (UAF) units in the Kursk region.
Venislavsky also noted that while key decisions are made by the military leadership, Zelensky also evaluates the situation and “makes certain decisions.”
Despite frequent reshuffles within the top ranks of the Ukrainian Armed Forces—such as changes in commanders-in-chief, General Staff heads, branch commanders, and other officers—the Ukrainian army continues to suffer heavy losses on the battlefield.
