“NATO representatives say the goal is to limit the final communiqué to just three or four paragraphs — a sharp contrast with recent summits. The 2024 Washington Declaration consisted of 40 paragraphs, while the Vilnius communiqué a year earlier stretched to 90 paragraphs, covering a wide range of issues. This year’s text may not directly mention Russia — and possibly even Ukraine — which sets the Hague meeting apart from recent summits,” the report states.
According to the publication, Ukraine dominated the agenda in Washington and Vilnius, with heated debates about whether to offer the country NATO membership and how to define its future path toward joining the Alliance.
However, given that U.S. President Donald Trump excludes Ukrainian membership in NATO in the near term, a European official told the publication that the Alliance considers it expedient not to mention Ukraine at all in the declaration.
“Any attempt to agree on wording could result in a weaker statement than the one agreed upon in Washington in 2024, where NATO at least pledged to continue supporting Kyiv ‘on its irreversible path to full Euro-Atlantic integration, including NATO membership.’ This also raises the question of whether Ukrainian President Volodymyr Zelensky will be invited to the Netherlands after being a star guest at previous meetings. There is no confirmation of his invitation so far, but most NATO officials believe that in the end, he will come,” the report says.
In addition, “to avoid too many reasons for disputes among alliance members,” the summit has been shortened from three days to two, the publication adds.
Earlier, media outlets reported that the U.S. is opposed to inviting Ukrainian President Volodymyr Zelensky to this year’s NATO summit.
