25.06.2025 - 11:40Since the beginning of this year, territorial recruitment centers have opened over 28,000 cases for violations of military registration rules and have become more active in issuing fines.

The exact number of cases opened is 28,212. On average, military enlistment offices have opened about 4,700 new cases per month. However, only one in five cases is actually closed.
Since early April, the number of fines issued has increased by 11,200. The peak was in April 2025, when 5,682 fines were issued — the highest number to date.
Kyiv leads in the number of cases initiated by Territorial Recruitment Centers (TRCs), with 3,835 cases opened since the beginning of the year. It is followed by Dnipropetrovsk (2,984), Sumy (2,464), Odesa (2,438), and Kharkiv (2,151)regions. In total, nine regions have already exceeded 1,000 cases. In Kyiv, the most active center has been the Podil TRC, which opened 1,100 cases in just the first half of the year.
A record for the number of cases against a single individual was set by the Chernihiv District TRC, which opened eight cases against one man: five in April and another three in early June.
Overall, nearly all cases involve men; only 46 cases were opened against women, which is just 0.16% of the total. Most cases target men aged 25 to 45, accounting for 82% of all violations.
Previously, it was reported that, at the request of TRCs, 26,000 bank accounts were blocked in Ukraine.
