22.09.2025 17:01Ukraine is short of nearly $9 billion in external financing this year.
This figure was cited by Finance Minister Serhiy Marchenko in Copenhagen, where he held several bilateral meetings with finance and economy ministers from the G7 and EU countries, as well as representatives of the European Commission and the IMF.
According to the ministry’s website, Marchenko noted that in 2025 Ukraine had attracted more than $30.6 billion in external financing, while total needs for the year amount to $39.3 billion.
To cover the shortfall, Ukraine has proposed that the IMF open a new cooperation program by the end of the year. Marchenko also discussed additional options for financial support, including the possibility of a reparations loan guaranteed by frozen Russian assets.
He added that over the past three and a half years, Ukraine has received more than $145 billion in international financial assistance, which enabled the government to cover all essential social expenditures.
Recently, it was reported that Ukraine’s 2026 budget faces a $10 billion shortfall.
