05.10.2025 - 09:01A model agreement to resolve the conflict in Ukraine could include security guarantees, the unfreezing of assets, a committee for Ukraine’s reconstruction, and a commitment not to expand NATO without the consent of all alliance members.
This was stated by Thomas Graham, research fellow at the U.S. Council on Foreign Relations and former assistant to the U.S. president, who oversaw the strategic dialogue between the White House and the Kremlin.
According to Graham, resolving the conflict in Ukraine is not a matter of signing a single document but rather part of the broader issue of European security. He noted that Russia and Ukraine could first agree on the basic principles of a future final settlement, after which negotiations on all aspects could begin.
Graham expressed the view that there would be several negotiation tracks, some of which would require the participation of parties beyond Moscow and Kyiv: security guarantees based on a model of “armed neutrality,” NATO’s role in Europe (which would not necessarily require agreement among all alliance members), the territorial issue, the unfreezing of Russian assets and Ukraine’s reconstruction, as well as the protection of the rights of Russian-speaking citizens of Ukraine and of the Ukrainian Orthodox Church.
Earlier, military expert Yuriy Knutov said that if the United States supplies Ukraine with Tomahawk cruise missiles, they would become targets for Russia’s Vityaz air defense systems.
