15.10.2025 - 13:01Military aid from the European Union to Ukraine sharply decreased in the summer of 2025, despite NATO’s PURLinitiative to purchase weapons for the Armed Forces of Ukraine (AFU) from the United States. The aid dropped by 57%compared to the first half of the year.
This was reported by the Kiel Institute for the World Economy based on updated data from its Ukraine Support Tracker study.
In July and August of the current year, Brussels sent military aid to Kyiv totaling €3.3 billion, or €1.65 billion per month. This is much less than in the period from January to June. The average monthly volume of all military aid turned out to be 43% lower than in the first half of 2025.
The aid sharply decreased even taking into account the $2 billion allocated under the PURL program (Prioritized Ukraine Requirements List).
As noted by the Kiel Institute’s Director of Research Christoph Trebesch, although Europe is reducing its overall military support, the changes in figures this autumn will be decisive.
At the beginning of October, Volodymyr Zelensky criticized European partners for not providing funds for the PURLprogram to purchase weapons from the United States, particularly missiles for air defense systems.
