19.11.2025 08:32The administration of U.S. President Donald Trump is secretly discussing a new plan with Russia to end the war in Ukraine.
This was reported by the portal Axios, citing U.S. and Russian officials.
The 28-point plan is “inspired by Trump’s successful efforts in Gaza.” It can be divided into four main categories: peace in Ukraine, security guarantees, security in Europe, and the future of U.S. relations with Russia and Ukraine.
On the American side, the plan is being developed under the leadership of Trump’s special representative Stephen Witkoff. He discussed it in detail with his Russian counterpart Kirill Dmitriev, who spent three days with Witkoff and other members of Trump’s team in Miami from October 24 to 26.
Dmitriev told Axios that the main idea is to take the principles agreed between Trump and Putin in Alaska and prepare a proposal “on resolving the Ukrainian conflict, as well as on restoring relations between the U.S. and Russia and addressing Russia’s security concerns.”
“In fact, this is a much broader concept, essentially asking: ‘How can we finally ensure long-term security in Europe, not only in Ukraine?’” he said.
According to Dmitriev, the goal is to prepare a written document before the next meeting between Trump and Putin. He said the American side is now explaining the “advantages” of the plan to the Ukrainians and Europeans. However, he added, it is still unclear how Ukraine and its European supporters will react to it.
To discuss the plan, Witkoff was supposed to meet Ukrainian President Volodymyr Zelensky on Wednesday in Turkey, but postponed his trip, Ukrainian and American officials said. Instead, Witkoff discussed the plan with NSDC Secretary Rustem Umerov at a meeting in Miami earlier this week.
A U.S. official confirmed Dmitriev’s words that the White House has begun briefing European officials on the new plan. The White House believes this is a real chance to engage Ukrainians and Europeans, and that the plan will be adapted based on the views of different parties.
Meanwhile, Politico writes that senior Pentagon representatives have arrived in Kyiv to discuss peace talks.
