24.11.2025 - 07:01The text of a joint statement by representatives of Ukraine and the United States following yesterday’s meeting in Geneva on a peace plan for Ukraine has appeared online.
It was published on the Telegram channel of the head of the Office of the President, Andriy Yermak. Below is the full statement:
“On November 23, 2025, representatives of the United States and Ukraine met in Geneva to discuss the American peace proposal. The talks were constructive, focused, and conducted in a spirit of mutual respect, underscoring the shared commitment to achieving a just and lasting peace.
Both sides considered the consultations extremely productive. The discussions demonstrated significant progress in aligning positions and defining clear next steps. The parties confirmed that any future agreement must fully respect Ukraine’s sovereignty and ensure a sustainable and just peace. As a result of the negotiations, the sides prepared an updated and refined framework peace document.
The Ukrainian delegation once again expressed its gratitude to the United States and, in particular, personally to President Donald Trump for his unwavering commitment and tireless efforts aimed at ending the war and saving human lives. Ukraine and the United States agreed to continue intensive work on joint proposals in the coming days. They will also maintain close contact with their European partners as the process moves forward.
Final decisions regarding this framework document will be made by the presidents of Ukraine and the United States. Both sides confirmed their readiness to continue working together to achieve a peace that will ensure Ukraine’s security, stability, and reconstruction.”
Meanwhile, Ukrainian media, citing sources, report that Ukraine and the U.S. were unable to reach agreement in Geneva on the withdrawal of the Armed Forces of Ukraine from Donbas and on Kyiv’s aspirations to join NATO. According to the sources, these issues have been elevated to the level of talks between Presidents Zelensky and Trump, which may take place this week or next.
The withdrawal of Ukrainian troops from Donbas, demanded by the peace plan, has become “one of the most contentious issues,” the source added. At the same time, “it was possible to adjust the contentious points concerning the size of the Ukrainian Armed Forces, the Zaporizhzhia NPP, prisoner exchanges, and the return of convicted persons,” RBC-Ukrainewrote.
Meanwhile, Secretary of State Marco Rubio has already left Switzerland and is returning to Washington, CNN reports, citing a State Department representative. According to the channel, it is not yet clear whether other U.S. officials have left Geneva (in addition to the Secretary of State, the U.S. side at the meeting was represented by Trump’s special envoy Steven Witkoff, NATO’s Supreme Commander in Europe Alexus Grinkevich, and Trump’s son-in-law Jared Kushner).
Yesterday, Zelensky commented on the course of the negotiations between Ukraine and the United States in Geneva.
It should be recalled that the media report the document referred to as the Trump plan is not actually authored by the U.S. president: according to their information, it was drafted by Witkoff and Kirill Dmitriev.
