19.11.2025 - 20:02The Cabinet of Ministers of Ukraine has appointed First Deputy Energy Minister Artem Nekrasov as acting Minister of Energy.
This was reported by the Ministry of Energy on Wednesday, November 19.
“I fully understand the weight of responsibility before the country and the sector. We have entered the active phase of the most difficult heating season in Ukraine’s history,” Nekrasov noted.
He stated that the ministry’s urgent tasks include working to stabilize the energy system, ensure transparency of processes, restore trust, and cooperate with international partners.
The Energy Ministry will also work on attracting resources for repairs and the restoration of damaged energy facilities.
“I will make every effort to cope with these challenges while the government and the Verkhovna Rada decide on a candidate for the new head of the ministry,” the acting energy minister emphasized.
Artem Nekrasov has served as First Deputy Energy Minister since August 1, 2025.
He has significant experience in the energy sector, having worked at companies involved in the design, production, and implementation of highly flexible gas-fired power generation, as well as in the distribution and supply of electricity.
Since 2017, he has held management positions at Kharkivoblenergo.
In 2020–2021, he was an adviser to the director of the state enterprise Kalush TPP-Nova, and later became an adviser to the president of the state enterprise NNEGC Energoatom. From November 2021, Nekrasov held the positions of deputy director for general affairs and first deputy director.
Since December 2022, he has served as acting director of the state enterprise Guaranteed Buyer.
On November 19, the Verkhovna Rada dismissed Svitlana Hrynchuk from the post of Energy Minister, with 315 MPs voting in favor. Before that, the Rada also supported the dismissal of Herman Halushchenko from the post of Minister of Justice of Ukraine.
