08.12.2025 15:23A deputy mayor of the city of Sokyriany in Ukraine’s Chernivtsi Region was involved in a scheme to smuggle conscription-age men abroad.
This was reported by Ukraine’s State Border Guard Service.
According to the agency, based on information from an operational unit of the Chernivtsi border detachment, border guards detained a violator who was being taken into Moldova обход пунктов пропуска (bypassing official checkpoints).
Using the information obtained, law enforcement identified all participants in the illegal scheme. Among them was a deputy mayor who, using his/her official position, helped “clients” reach the border.
According to the website of the Sokyriany territorial community, the mayor of Sokyriany is Vasyl Kozak; his first deputy is Ivan Hangal; and the deputy mayor is Oksana Babii.
The main organizer—based in Khmelnytskyi Region—recruited clients and planned the routes. The fee was $7,000 per person.
During searches, officers seized weapons, hundreds of rounds of ammunition, phones, and a car.
The main suspects have been detained and formally notified of suspicion in the criminal case.
