08.12.2025 15:31Ukrainian President Volodymyr Zelensky said that participants in talks on the U.S. peace initiative still cannot reach agreement on the territorial issue.
The Ukrainian president said this in an interview with Bloomberg News on Monday morning.
In a phone interview, Zelensky said that some elements of the U.S. plan require further discussion on a number of “sensitive issues,” including security guarantees for Ukraine and control over Donbas.
According to him, the sides have not agreed on the future of Donbas during the negotiations.
“There is the vision of the United States, Russia, and Ukraine — and we do not have a single opinion on Donbas,” Zelensky noted.
He said the Ukrainian side is insisting on a separate agreement on security guarantees to be provided by Western allies, primarily the United States.
“There is one question that I — and all Ukrainians — want answered: if Russia starts the war again, what will our partners do?” Zelensky emphasized.
