19.02.2026 - 10:40Ukraine’s National Anti-Corruption Bureau (NABU) has released new footage from covert surveillance and wiretaps in the case involving former Energy Minister Herman Halushchenko and businessman Timur Mindich.
The video appeared on the bureau’s YouTube channel.
NABU says the footage captures moments when money was allegedly handed over by contractors of Energoatom—either through a trusted intermediary linked to Halushchenko or delivered by a courier directly to the office of the alleged criminal organization. NABU claims that office is owned by the family of former member of parliament—and now Russian senator—Andrii Derkach.
According to investigators, Halushchenko registered an offshore company in Saint Kitts and Nevis in the names of his ex-wife and children, and the stolen energy-sector funds were allegedly laundered through it.
In the new video, NABU also suggests that the Mindich–Halushchenko corruption scheme was protected at the very top of Ukraine’s power vertical.
“Carlson (that is, Mindich — Ed.) used connections in the highest state bodies to ensure the preservation of Sigismund’s (Halushchenko’s) key role, as well as that of other individuals under his control, in the Cabinet of Ministers of Ukraine, and to ensure the external stability of the criminal organization,” NABU said.
Halushchenko has been placed in pre-trial detention with bail set at 200 million hryvnias (€3.9 million).
