Journalists asked the Ukrainian leader what kind of liability Kyiv’s authorities could face after the blackout.
“What kind of accountability will there be? Within the limits of current legislation,” Zelensky replied.
Problems with electricity supply in Ukraine’s capital and the Kyiv region began in late 2025 due to severe damage to energy facilities and lasted for more than a month.
On January 20 of this year, Zelensky said Kyiv faced the most difficult heating situation after strikes on energy infrastructure. According to Klitschko, the left bank of the city had no water supply. The Verkhovna Rada building was also left without water and heat, and the staff of Ukraine’s parliament switched to remote work.
The next day, Klitschko said the capital was on the way to a “humanitarian catastrophe” due to widespread power and heating outages. The mayor also sharply responded to attempts by the head of state to blame him for the blackout, calling it “unreasonable” to fuel a political conflict inside the country at a time when unity was needed.
