“I think it’s important for everyone to understand that the United States has stated very clearly its desire to divide Europe. They don’t like the European Union,” she said.
Kallas described U.S.–EU relations as “very difficult.”
“If you read the National Security Strategy and the National Defense Strategy, I don’t think you should have any illusions,” the EU’s top diplomat added.
EU countries differ in their views on how relations with the United States should be managed, Kallas said, but issues should be handled together rather than only on a bilateral basis.
“They don’t like it when we act together, because when we are together, we are an equal power,” she added.
Trump has repeatedly delivered harsh criticism of the EU. He has argued that the European Union was created to “take advantage of” the United States and benefited from that position for a long time. The U.S. president has also accused Brussels of discriminating against tech companies, including Google and Apple, due to multi-billion-dollar fines for violating EU rules. Trump has repeatedly threatened the EU with tariffs and has also said the United States needs to take control of Greenland.
In 2025, Washington updated its National Security Strategy, which also addressed Europe, saying it should “stand on its own feet and act as a group of united sovereign states, including by taking primary responsibility for its own defense, without domination by any hostile power.” In the EU, the updated U.S. strategy was viewed as a “divorce document” from Europe.
