21.04.2026 - 08:03The introduction of value-added tax (VAT) for sole proprietors remains on the agenda, despite Prime Minister Yulia Svyrydenko’s statement that the International Monetary Fund had treated the sensitivity of this issue “with understanding.”
This was reported by Forbes Ukraine.
According to the publication, the issue is still being discussed at the level of the government and the IMF.
Yaroslav Zhelezniak, a member of parliament from the Holos faction, wrote on his Telegram channel that adoption of this bill had simply been “postponed,” but that “the government needs to be offered an alternative,” while “all the other benchmarks remain in place.”
“The position of the Ukrainian delegation was heard only partially — the IMF is ready to continue dialogue with the authorities on this measure, but for now there is no talk of its final cancellation, three sources familiar with the content of the negotiations said,” the article states.
The IMF is also insisting on the adoption of a law on the taxation of parcels.
“The cancellation of the exemption from duty-free import of parcels worth up to €150 — lowering it to €45 — also remains unchanged, two officials say. ‘This is another bill for which parliament is still struggling to find the votes,’ one of them says. Among the risks, according to him, are the customs service’s inability to process the increased number of parcels, the possible exit from the market of Chinese platforms such as AliExpress or Temu, which may not want to pay taxes into the Ukrainian budget, as well as rising prices for goods,” Forbes Ukraine writes.
