
Zakharova: Russia does not intend to return to the 2022–2023 “Black Sea initiative”
14.08.2026 17:11Since the start of 2026, the police and the Security Service of Ukraine have recorded 31 terrorist attacks, 80% of which have already been solved. Law enforcement officers managed to prevent another 14 attacks at the preparation stage.
This was announced by the Deputy Head of the National Police of Ukraine and Chief of the Criminal Police, Andriy Nebytov.
According to him, the nature of the tasks that Russian handlers assign to recruited Ukrainians has changed significantly in recent years. Whereas previously the focus was mainly on gathering information, photographing military facilities, or setting cars on fire, recruitment is now increasingly aimed at preparing terrorist attacks and murders.
“First, a person is offered a simple task — to photograph a certain object, pass on information, carry a package, or deliver a box. After that, the tasks gradually become more complex: from property damage and arson to committing terrorist attacks and murders,” reads a statement published on the website of the Ministry of Internal Affairs of Ukraine.
According to police data, the scale of Ukrainians’ involvement in such crimes has grown in recent years. In 2024, Russian special services organized nine terrorist attacks using Ukrainians. In 2025, law enforcement officers recorded 61 such incidents, with 27 of them intercepted at the preparation stage. A total of 52 terrorist attacks were solved last year.
One of the activities of Russian special services has also been the poisoning of Ukrainian military personnel. Since the start of 2026, law enforcement officers have recorded 11 such cases in which a connection to Russian recruitment is being investigated or has already been established.
