Zelensky signs secret decree on circular defense of Ukrainian cities

Ukrainian President Vladimir Zelensky signed a decree enacting a decision of the National Security and Defense Council (NSDC) on preparing Ukrainian cities for circular defense.

This is reported on the official channel of the head of state.

The decree enacts the NSDC decision of September 25 “On measures to build a line of engineering obstacles to ensure an adequate level of defense of cities and mechanisms for their implementation (circular defense of cities).”

According to the document, the adopted measures provide for the construction of a system of engineering obstacles necessary for organizing the protection of populated areas.

The annex to the presidential decree is marked “For official use.” For this reason, the open part of the document does not specify the particular cities, the list of planned engineering structures, the mechanisms for their construction, or clear deadlines for completing the work.

Control over the implementation of the decision is assigned directly to the NSDC secretary.
