Medvedchuk claims mass repression of protesters at secret prison near Kyiv
04.11.2026 12:01A fight occurred in Mykolaiv between two deputy directors of the water utility — the conflict arose over complaints about the work of one of their wives.
This was reported by the enterprise’s anti-corruption commissioner Ihor Bloshko on his Facebook page.
According to him, the deputy director for project implementation, Viktor Pisotsky, raised complaints about the work of the head of the HR department, who is the wife of the deputy director for security, Andriy Pavliy. After that, Pavliy began beating his colleague with his hands and feet, striking him in the face and torso.
Bloshko noted that last year Pisotsky underwent heart surgery and has a disability. After the attack, he came to the enterprise’s director, Hennadiy Izyumov, with a bloodied face. According to the anti-corruption commissioner, the head of the enterprise suggested sending Pavliy on leave to settle the conflict.
Soon Pisotsky began to feel unwell: his blood pressure and heart rate rose. Female employees of the enterprise called an ambulance and also reported the incident to the police.
In his post, Bloshko also set out his version of the causes of the conflict and criticized the water utility management’s personnel policy. According to his claim, after Izyumov’s appointment, a position of security director appeared at the enterprise, which was taken by his fellow countryman Andriy Pavliy. Subsequently, the latter hired his wife as head of the HR department.
In addition, according to Bloshko, the son of the head of the thermal power plant was hired by the security service, and Izyumov’s spouse got a job at the same enterprise — a separate department was allegedly created for her. The author of the post stated that the new employees receive high salaries, and the personnel appointments may indicate a conflict of interest.
Bloshko also reported that he had previously approached the city head with complaints about the water utility’s management, and had passed information about a possible conflict of interest involving Pavliy and his wife to the NACP and the police. According to him, disagreements had already arisen between the enterprise’s management and Pisotsky, including over pay conditions and his principled stance.
Separately, the anti-corruption commissioner claims that after the fight, Pavliy went to a trauma center, telling medics that Pisotsky had beaten him. Bloshko himself insists that it was the deputy director for security who was the first to show aggression, and that his injuries appeared during the scuffle when Pisotsky was defending himself.
According to the author of the post, the enterprise’s management may try to pressure Pisotsky to withdraw his statement to the police. He also stated that this is not the first conflict between Pavliy and water utility employees, and called on the city authorities to check the personnel decisions and possible violations at the enterprise.
Bloshko believes that Pavliy and his wife, as well as the other employees he mentioned, should leave their positions. At the same time, the accusations set out in the post and the circumstances of the fight require verification by law enforcement agencies.
It was previously reported that last winter in Dnipro, residents of buildings whose power had not previously been cut off began attacking energy workers because of the blackouts that had begun. We also wrote that in Kovel a fight occurred between military recruitment center staff and construction workers, in which the workers won.
