A U.S. general who coordinated aid to Ukraine got drunk in Kyiv, fell, and suffered a concussion, a Pentagon report says

A U.S. general in Kyiv got drunk, hit his head, and suffered a concussion.

This is stated in a report by an inspector of the U.S. Department of War, published on the agency’s official website.

The report concerns retired Major General Antonio Aguto, who at the time was coordinating military assistance to Ukraine. According to the document, the incident occurred in May 2024 during his visit to Kyiv.

The report describes it as follows:

“During dinner on May 13, the general and his counterpart drank from two bottles of hard liquor. Given the description of how the dinner progressed and the many toasts over the nearly six-hour meeting, it is likely the general consumed more than the allowable amount of alcohol, thereby violating U.S. European Command rules.

Witness testimony regarding the general’s actions and behavior during and after the dinner confirms that he was intoxicated on May 13. In addition, the general himself reported that at the end of the dinner he was ‘to some extent intoxicated.’ We confirmed that he violated the rules on alcohol consumption.

We considered the possibility that the general may have remained intoxicated on May 14. Although several witnesses noted the smell of alcohol, we were unable to establish with certainty that he remained intoxicated that day, since the smell of alcohol can remain on one’s breath for up to 24 hours.

Most witnesses who were with the general on May 14 described a progressive deterioration in his condition and behavior.

It was determined that the general suffered a moderate-to-severe concussion as a result of head injuries from at least one, and possibly all three, falls on the evening of May 13 and the morning of May 14.”

This episode became part of a broader investigation into Aguto. As the inspectors found, the general had earlier also committed a serious security breach—he left a folder with classified maps on a train in Poland. The documents were unattended for about a day and, as the report states, this was a “failure to properly safeguard classified information.”
