25.02.2026 20:07Ukrainian President Volodymyr Zelensky said that 80% of the country’s territory is not protected against Russian ballistic missiles.
He said this in an interview with Tagesschau on February 23.
“I’m not going to say where our Patriot systems are located, but 80% of our country has no such systems against ballistic missiles,” Zelensky said.
He clarified that his speech at the Munich Security Conference and his other comments on air defense were not intended to criticize partners, but to raise their awareness of the real situation.
Zelensky noted that air-defense systems are quite expensive.
“They cost $1.5 to $2 billion per system. And one missile costs $2 to $3 million,” he said.
He clarified that even if partners do not provide Ukraine with such systems, funding to strengthen air defenses is still needed. Zelensky said he personally held talks with partners—specifically Germany, the Nordic countries, and Canada.
Earlier, Ukrainian Defense Ministry adviser Serhii Beskrestnov, callsign “Flash,” said that Patriot is the only system in service with the Ukrainian armed forces that can shoot down ballistic missiles. He stressed that Ukraine should not rely only on partners’ deliveries, since the number of Patriot systems is limited.
On February 13, Ukraine’s Defense Minister Mykhailo Fedorov said that following a Ramstein-format meeting, Ukraine’s partners confirmed $38 billion in aid for 2026—for drones, air defense, artillery, and Patriot missiles, as well as other defense needs.
