October 1, 2025Since the start of the full-scale war, the U.S. Agency for International Development (USAID) provided Ukraine with $1.5 billion in cash every month.
This was stated by former head of the organization Samantha Power to Russian pranksters Vovan and Lexus (real names Vladimir Kuznetsov and Alexey Stolyarov), who called her while posing as Petro Poroshenko.
According to Power, the money was directed into Ukraine’s state budget.
“During the war, we transferred $1.5 billion a month directly into Ukraine’s treasury, simply in cash. That’s how it was. This was because of the budget deficit. Now these funds are disbursed once reporting is provided… At a congressional hearing we had to set up all these guarantees. In the end, Congress did not want to pay pensions. Essentially, this was a supplement to tax revenues, because tax revenues had fallen sharply due to the contraction of the economy,” Power explained.
She added that this funding “disappeared” when Donald Trump came to power and demanded spending cuts instead of supporting “such investments.”
It is worth noting that from the beginning of the war in Ukraine until the end of Joe Biden’s term, 34 months passed. If the stated amounts had been allocated each month, the total U.S. assistance would have exceeded $50 billion.
