An MP suggested that Kyiv residents could be forcibly relocated due to new attacks

Authorities are discussing the possibility of relocating Kyiv residents if Russia continues large-scale attacks on energy infrastructure. Such a scenario could even involve forced eviction, but the state in fact has no prepared places to accommodate people.

This was stated by Serhii Yevtushok, a member of parliament from the Batkivshchyna party.

The lawmaker noted that the evacuation of children and adults has not yet been officially launched. At the same time, he said, central executive authorities are already discussing possible mechanisms for relocation if the energy situation worsens.

Yevtushok emphasized that everything depends on how events develop.

“Today we’re seeing, supposedly, some kind of preliminary unilateral statements about some ceasefires. Well, okay, thank God. But if that doesn’t happen and mass attacks on our energy system continue, the question of relocating people from the capital may arise. And not only from the capital. This could be state coercion, as is essentially provided for in draft law 12353, which is concerned with people’s safety,” the MP explained.

At the same time, the deputy pointed to a key problem: the lack of real capacity to house people. According to him, it is still unclear whether this would mean relocation within Kyiv or the surrounding region, or transporting people to western, rear regions of the country. He noted that the state has prepared neither housing nor facilities that could provide even minimum living conditions.

He also criticized selective decisions on protecting facilities, noting that certain measures were introduced without a comprehensive approach, while critically important elements of the energy system remained unprotected.

“We didn’t prepare. What’s more, it’s not just that we didn’t prepare. Now, when we’ve been talking for several years, when a major war has been going on, please let us conduct an audit—what was spent where and how. Money has already been stolen there, clearly stolen,” the MP said.

As a reminder, not all homes in Kyiv still have stable heating, even though meteorologists are forecasting very severe frosts starting today, January 30.
