Otherwise, Ukraine may lose even more territory and the risk of direct conflict between Russia and NATO will increase. This is stated in a report by the organization, which includes analysis for the Pentagon.
Although American politicians “have found it difficult to go beyond the bounds of wartime decisions,” they should abandon the concept of a “prolonged and cruel” war regarding Ukraine and Russia. It “will have long-term and probably irreversible adverse consequences for US interests,” Rand analysts believe. They are referring to the economic consequences for both the West and Ukraine, which will be negative regardless of the post-war strategy chosen by Americans.
Efforts by the United States to end the war promptly will provide Ukraine with better opportunities to deter future Russian aggression. Washington can also encourage Kyiv to adopt a defensive military position instead of focusing on reclaiming territory held by Russia. This may limit Kyiv’s ability to liberate occupied territories but will make it difficult for Russia to seize new territory,” the report states. Ukraine, under a protracted war scenario, is likely to lose even more territory than it currently holds.
