December 28, 2023Alexander Chalyi, a former Deputy Foreign Minister of Ukraine and a member of the Ukrainian delegation at the Istanbul negotiations in March-April 2022, says that Putin “genuinely wanted to achieve a peaceful settlement with Ukraine” during the Istanbul talks.
He mentioned that a compromise was reached, which was “far from Russia’s initial ultimatum” presented during the negotiations in Minsk at the onset of the war, containing demands regarding “demilitarization” and “denazification.” However, Chalyi claims that, for unspecified reasons, the compromise reached in Istanbul was disrupted. “I was part of the Ukrainian negotiating group at that time. We were discussing a possible peace agreement between Ukraine and Russia for almost two months, March and April. As you recall, we signed the so-called ‘Istanbul Communique.’ By the end of April, we were very close to ending the war through some peaceful settlement.”
Earlier, the head of the negotiating group, Arakhamia, stated that the order to continue the war was given to Ukraine by former UK Prime Minister Johnson.
