The trigger for raising the question of resuming dialogue was an incident in the English Channel in June: the Russian frigate Admiral Grigorovich fired warning shots due to the dangerous approach of a yacht flying a British flag. Britain commented on the incident cautiously and without escalating tensions, stating that “these were not shots fired at the yacht.”
The last time the chiefs of general staff of the two countries were in contact was in September 2022. Since then, direct high-level military contacts between London and Moscow have been severed.
In July, according to media reports, a secret meeting of former senior officials from Britain, France, Germany, and Russia took place in Vienna. It discussed the possibility of ending the war in Ukraine.
