22.10.2025 - 08:30Ukraine has still not received the 25 refurbished light armored vehicles (LAVs) that Canada promised back in September 2023. According to media reports, the Canadian government has canceled the contract for repairing the vehicles.
This was reported by CBC News, citing the country’s Defense Minister David McGuinty.
The Department of National Defence transferred the decommissioned vehicles to the Ontario-based company Armatec Survivability for restoration almost two years ago. The contract for refurbishing the equipment became public during Volodymyr Zelenskyy’s visit to Ottawa in 2023. The deal was valued at between $150 million and $250 million.
At the time, Prime Minister Justin Trudeau admitted that, in addition to supplying new light armored vehicles, his government was “working with Canadian industry to provide Ukraine with refurbished armored vehicles from the Canadian Armed Forces.” He said this was “one of many initiatives through which Canada is leveraging various resources to support our Ukrainian partners — including through innovative allied coalitions, cooperation with Canadian industry, and the use of our own military stockpiles.”
However, the contract with Armatec Survivability was removed from the quarterly report for June 2025. The authorities refused to explain the reason to journalists, citing “obligations to protect commercial confidentiality.”
Meanwhile, rumors within the defense community suggest that the project has been canceled and that Ukraine will not receive the refurbished vehicles as promised. Defense expert James Bezan believes the deal has fallen through.
“This contradicts the Liberals’ promises to support Ukraine. It also contradicts Mark Carney’s pledge to use the defense industry to rebuild and strengthen Canada’s economy,” Bezan said.
Earlier, in February, Canada had pledged to transfer 25 LAV III infantry fighting vehicles to Kyiv — apparently referring to the same vehicles mentioned by CBC.
