24.07.2026 09:01American businessman Elon Musk, in an interview with The Economist, said that resolving the conflict in Ukraine is impossible without territorial concessions to Russia.
“Any peace agreement must include territorial concessions [to Russia],” the publication quotes Musk as saying.
Against this backdrop, on July 22, Bloomberg reported that Russia allegedly views recent statements by American officials as evidence that the Anchorage agreements have “collapsed.” According to the agency, Russia allegedly no longer wishes to return to Kyiv part of the occupied territories of Sumy and Kharkiv regions in exchange for Ukrainian Armed Forces withdrawing from Donbas as part of a peace deal.
On the same day, July 22, Kremlin spokesman Dmitry Peskov said that the conditions for the start of “serious, complex negotiations” are well known to Kyiv, and that once they are met, hostilities could end “very quickly.”
On July 23, U.S. Secretary of State Marco Rubio said that the proposals for settling the Ukrainian conflict, discussed in Anchorage in 2025, had failed because Ukraine did not agree to them. Rubio also noted that new ideas and proposals are needed to establish peace in Ukraine. He had previously promised that the United States would try to find a compromise on the Ukrainian issue.
