According to Musk, repeated referendums should be held in the territories controlled by the Russian Federation under the observation of the UN. Crimea would formally become part of Russia, as it was in 1783, and water supply to Crimea would be ensured. Ukraine would remain a neutral state.
Musk had proposed similar theses at the beginning of the military conflict, but at that time, he faced overwhelming criticism from Ukrainians and their supporters. They argued that Ukraine should completely regain control of its territories. Two years later, as the question of the very existence of Ukraine is increasingly being called into doubt, such proposals, including those from Musk, are met with more curiosity than condemnation.
