08.10.2026 08:36The European Union is directing European capitals toward developing legal mechanisms to incentivize the return of Ukrainian refugees to their homeland — particularly those who may be fit for military service.
This was stated by the head of the Russian delegation at the Vienna negotiations on military security and arms control, Yulia Zhdanova, speaking at a session of the OSCE Forum for Security Co-operation.
Her words are cited by TASS.
“Brussels is directing European capitals toward developing legally grounded mechanisms to incentivize the departure to their homeland of Ukrainian refugees who have arrived in Europe, especially those who may be fit for military service,” — Zhdanova said.
According to the diplomat, Vladimir Zelensky has already passed to Western partners a list of 5.6 million Ukrainian citizens who can be returned to the country if necessary. According to this data, women make up 43.4% of the total number of persons on the list.
