TCC personnel forcibly mobilize rector of UOC church in Volodymyr-Volyn eparchy
20.08.2026 06:36Law enforcement officers in Zakarpattia have notified five employees of a district territorial center for recruitment and social support of suspicion. They are suspected of entering false data into the “Oberih” system regarding allegedly mobilized citizens — a total of 329 people.
This was reported by the National Police of Ukraine.
The unlawful activities of the officials were documented by investigators from the strategic investigations department in Zakarpattia Oblast together with investigators from the regional police.
According to the investigation, a scheme to artificially inflate mobilization figures was operating in one of the district TCCs this spring. The center’s head and his deputy, who led the recruitment and manning department, used their own qualified electronic signatures to enter information into the “Oberih” system about citizens allegedly called up for military service.
Using the head’s qualified electronic signature, information about the fictitious conscription of 162 people was entered into the system. Using his deputy’s electronic signature, data on another 108 men subject to military service were entered into the system.
After the TCC leaders were exposed, law enforcement officers continued the investigation and identified other possible participants in the scheme. According to the investigation, the head and operators of the mobilization unit, as well as employees of the reserve officers’ records group, may have been involved. These employees entered similarly false information on another 59 men subject to military service.
