Russian strikes forced Ukrainian nuclear power plants to reduce electricity output
04.11.2026 17:02In Bukovyna, five servicemen of a district TCC and SP (Territorial Recruitment and Social Support Center) and a law enforcement officer have been detained on suspicion of torture, unlawful deprivation of liberty of persons liable for military service, and receiving improper benefit.
This was reported by the press service of the State Bureau of Investigations.
According to the investigation, in the city of Kitsman, officials forcibly detained men on the streets and then used violence against them in the TCC premises. In this way, according to law enforcement, they tried to force them to agree to mobilization.
Among the documented episodes is a case that became public in early February 2026. At that time, during the detention of a person liable for military service, a traumatic weapon was used, as a result of which he sustained a leg wound. After that, the man was taken to the TCC, where, according to the investigation materials, he was not given the necessary medical care and was forced to remove the bullet from the wound himself.
Another episode occurred on September 30, 2026. Investigators established the circumstances of the probable abduction of a man because of a personal conflict with certain TCC officials. According to the criminal proceedings materials, the man was followed, and when he approached a pedestrian crossing, he was forcibly pulled into a car. The victim is a combat veteran. Since the start of the full-scale invasion, he defended Ukraine and took part in the battles for Kyiv, Irpin and Bakhmut.
In addition, law enforcement documented the extortion and receipt of 5,500 euros from a person liable for military service for his release after detention.
“In total, the investigation documented one episode of human abduction, four episodes of probable torture, as well as the extortion and receipt of improper benefit,” the statement said.
On October 21, 2026, during a special operation by the SBI, all five suspects were detained. The head of the department and three of his subordinates were notified of suspicion under Part 2 of Article 146 of the Criminal Code of Ukraine — unlawful deprivation of liberty or abduction of a person, committed by prior conspiracy by a group of persons and accompanied by causing physical suffering to the victim.
The four subordinates were also notified of suspicion under Part 3 of Article 368 of the Criminal Code of Ukraine — receiving improper benefit by prior conspiracy by a group of persons. Two of them are additionally charged with torture committed by a representative of the state (Part 3 of Article 127 of the Criminal Code of Ukraine).
The strictest sanction of the articles charged provides for up to 12 years of imprisonment. The pre-trial investigation is ongoing. Investigators are checking for possible other episodes of unlawful activity by the officials and are identifying people who may have suffered from their actions.
