Germany Offers Ukraine the Status of a ‘Neutral Finland’ Instead of NATO Membership, — Politico

In the government of German Chancellor Olaf Scholz, there is an increasing discussion around a proposal for a neutral Ukraine modeled after Finland during the Cold War, not affiliated with either NATO or the Warsaw Pact. Berlin believes this is the only way to persuade Putin to engage in peace negotiations.
