This is reflected in the draft joint statement ahead of tomorrow’s summit between the leaders of the two regions in Brussels.
This summit, the first of its kind, is intended to showcase unity on various issues, including trade, energy, and security. However, the draft statement circulated on Monday highlighted the tense disagreements between the EU and Gulf countries over Russia’s war in Ukraine.
Specifically, the Gulf countries refused to endorse language calling for the cessation of material aid to Russia, measures to prevent sanctions circumvention, and condemnation of Iranian military supplies to Russia. However, both sides agreed to jointly condemn the mass missile strikes on Ukraine’s energy infrastructure, although the statement does not directly mention Russia.
It’s also noteworthy that Josep Borrell, the EU’s foreign policy chief, recently mentioned that EU countries have yet to agree on unlocking €6.6 billion to finance further arms supplies to Ukraine, though they are nearing a decision.
