25.02.2026 - 10:01Hungarian Prime Minister Viktor Orbán has sent another letter to European Council President António Costa. In it, he referred to the message he delivered on February 23, when he said he was withdrawing his promise to support an €90 billion loan for Ukraine.
This was reported by Strana.ua, citing the letter.
Orbán again said his condition is the resumption of Russian oil transit through the Druzhba pipeline.
“I fully understand your concerns. But you surely also see the absurdity of the situation: we are making a decision that is financially beneficial for Ukraine, which I personally do not approve of; then Ukraine creates an energy catastrophe in Hungary, and you ask me to pretend that nothing happened. That is impossible,” the letter says.
He added that he cannot support a decision favorable to Ukraine “until they return to normal life.”
In February, Hungary vetoed EU decisions on adopting a 20th package of sanctions against Russia and also opposed a multi-billion-euro loan for Ukraine. Budapest said the Ukrainians had “colluded with Brussels,” joining forces with Hungary’s opposition and thereby putting the security of the country’s energy sector at risk.
Earlier, Orbán accused Ukraine of imposing an “oil blockade” in order to change Hungary’s government.
