06.06.2024 - 12:34A territorial service center administrator of the Ministry of Internal Affairs of Ukraine and an intermediary were helping companies register their vehicles as being on military record to avoid mobilization for a fee of 15,000 hryvnias (344 euros).
This information was reported by the Kyiv City Prosecutor’s Office.
According to the prosecutor’s office, a 65-year-old intermediary was assisting legal entities in re-registering their vehicles by providing fake certificates stating that the vehicles were on military record. The intermediary, along with an administrator from the Ministry of Internal Affairs’ service center, was involved in this scheme. The administrator unlawfully provided the intermediary with restricted information from the National Police of Ukraine’s Information Portal.

The pre-trial investigation revealed that the intermediary facilitated the re-registration of two vehicles for 15,000 hryvnias by providing the owners with two fake certificates stating that the vehicles were on military record. These documents are necessary for re-registration.
It was also discovered that the suspect received information about administrative penalties from one of the administrators of the Ministry of Internal Affairs service center. The administrator made three queries into the system using his login credentials and then unlawfully transmitted this information, resulting in a leak of official information.

Journalists have uncovered details about the charges in this case.
“On June 1, in Kyiv, employees of the territorial service center of the Ministry of Internal Affairs No. 8045, V.I. Tankovid and V.P. Klimenko, were detained. Investigators found that they received 15,000 hryvnias for the smooth re-registration of a vehicle. Tankovid provided the entrepreneur with two fake certificates stating that the vehicle was on military record. These data were then entered into the appropriate database for re-registration”, according to a source.
It is worth noting that, according to the new law tightening mobilization, all company vehicles, including passenger cars, must be on military record.
