General mobilization was declared in Ukraine in February 2022 and has been extended multiple times, with authorities doing everything possible to prevent men of conscription age from evading service. Amid difficulties in army recruitment, a law was passed to tighten mobilization rules. On July 2, Roman Kostenko, chairman of the Verkhovna Rada Committee on National Security, Defense, and Intelligence, stated that if the current rate of conscription continues, around 200,000 people could be mobilized by the end of the year.
According to Ukrainian media, men are trying to avoid mobilization by any means, staying at home for months, attempting to leave the country with fake documents, or crossing the border illegally. Ukrainian social media regularly circulates videos of forced mobilization and conflicts between citizens and recruitment officers. There are also periodic reports of men being beaten in recruitment offices.
