19.04.2026 - 18:30The head of the Office of the President of Ukraine, Kyrylo Budanov, said that there are problems with mobilization, but called them natural.
He said this in an interview with the Moldovan outlet Little Country.
According to Budanov, even fulfilling the minimum mobilization target is “absolutely not easy.”
“Problems with recruiting people for war, after the war has already lasted 12.5 years, are an absolutely natural course of events,” the head of the Presidential Office said.
He added that the situation, “although very difficult,” remains under control. Over the past six months, Ukraine has been “meeting the minimum mobilization target.”
“It is not easy. However, over the last six months, the team responsible for this has been managing it,” Budanov said.
At the same time, he also stated that the front line is now “frozen.”
“I would say that we are now in a situation where, strategically, the front line has frozen. There are tactical movements on both sides, but they do not affect anything,” Budanov said.
In his opinion, the current situation “somewhat resembles” that of 2023. Budanov did not explain what exactly he meant.

As a reminder, in 2023 Ukraine launched a large-scale offensive in the south as well as near Bakhmut, but these efforts did not lead to success. At the same time, from 2024 onward, the Russian army began a more active offensive, while the Ukrainian armed forces mostly shifted to defense, with the exception of the operation in the Kursk region.
