19.01.2026 14:02Kyiv Mayor Vitali Klitschko ordered district authorities to clear the city by the evening, threatening otherwise to appeal to President Volodymyr Zelensky, because it was Zelensky who appointed those officials.
The mayor wrote about this on his Telegram channel.
“At a meeting with the heads of the capital’s district state administrations, I once again emphasized the instruction to clear yards, sidewalks, public transport stops, pedestrian zones, and the areas on the balance sheets of institutions and enterprises of snow and ice. It’s time to fix the situation by this evening! Otherwise, I will appeal to the president, who appoints district heads (without coordination with the mayor), to take кадровые measures. Since, under the ‘wonderful’ law, the city mayor cannot even issue a reprimand to a district head…” the publication says.
It is worth noting that throughout the past week Zelensky and bloggers and media close to Bankova harshly criticized Klitschko because of the blackout in the capital. Zelensky said that Kyiv had done “significantly less” than other regions.
