21.09.2026 05:32Former Ukrainian Foreign Minister Dmytro Kuleba stated that men who illegally left the country will receive amnesty after the war.
“There will be an amnesty. Everyone will be told: come back, I forgive everything,” — the former minister said.
A similar position was previously expressed by Servant of the People MP Yuriy Kamelchuk. In his view, the TCC fines imposed on draft evaders “unequivocally” need to be cancelled. The MP suggested this could happen before elections.
“I think that at some point before the elections, this will be done. The only thing is that it looks like: ‘We beat you and now we forgive you.’ It is absolutely not difficult to do. Some future tax payments could be offset, and so on. But the desire to punish those who are already abroad — that is complete nonsense, in my opinion,” — Kamelchuk said.
Previously, Kuleba had called for stripping Ukrainians in Russian-occupied territories of their rights and barring them from voting.
