12.06.2026 17:06In the Kirovohrad region, a former officer of the Kropyvnytskyi district territorial center of recruitment and social support has been notified of suspicion of deliberately entering knowingly false information in a declaration.
According to the State Bureau of Investigations, the specialized defense prosecutor’s office of the Southern Region, and Ukrainska Pravda’s sources in law enforcement, the case involves the concealment of property totaling 2.5 million hryvnias.
The subject of the case is Serhiy Dybenko, 46, a lieutenant colonel and former head of the fourth department of the Kropyvnytskyi district TCC and SP.
Criminal proceedings were initiated following a full audit conducted by the National Agency on Corruption Prevention, which identified significant discrepancies in the official’s financial reporting. The actual use of undeclared vehicles and property by the suspect’s family was recorded using the integrated video surveillance system “Safe City.”
According to investigators, in March 2025 the lieutenant colonel submitted his annual income declaration for 2024. In the document, he concealed the true property status of his family: the discrepancy with accurate information amounted to 2.5 million hryvnias.
In the “Valuable movable property” section, the suspect failed to list three vehicles owned by members of his family as private property:
— a Toyota RAV4 Hybrid, 2021 model year, valued at over 1 million hryvnias, registered to a member of his family;
— a Volkswagen Touran, 2014 model year, valued at 88,600 hryvnias, registered to his wife;
— a Mitsubishi Eclipse Cross, 2024 model year, valued at 1.2 million hryvnias, officially purchased by his wife.
In addition, in the “Income, including gifts” section, the serviceman did not report 200,000 hryvnias that his wife received in late 2024 from the sale of a Kia Cerato.
The prosecutor’s office notes that during a previous NACP audit of the official’s 2023 declaration, violations of financial control requirements had already been established. The Kompaniivskyi district court of Kirovohrad region found him guilty of an offense under Part 4 of Article 172-6 of the Code of Ukraine on Administrative Offenses and imposed an administrative penalty in the form of a fine.
The pre-trial investigation is being conducted by investigators of the Third Investigative Department (based in Kropyvnytskyi) of the territorial directorate of the SBI located in Mykolaiv. Dybenko is charged with deliberately entering knowingly false information in the declaration of a person authorized to perform state functions by the declarant (Part 1 of Article 366-2 of the Criminal Code of Ukraine as amended by the law of July 2021).
