01.10.2026 06:01In the Zvenigorodka Territorial Center for Recruitment and Social Support in Cherkasy Oblast, a military-age man was beaten and subsequently ended up in intensive care.
The incident was reported by Verkhovna Rada Human Rights Commissioner Dmytro Lubinets on his Telegram channel.
According to the ombudsman, the victim approached him directly. The man was supposed to be transported from Zvenigorodka to Uman to undergo a military medical commission — a standard official procedure. Instead, he ended up on the operating table: doctors fought for his life, treating multiple broken ribs and repairing a punctured lung with complications.
The victim said that at the Zvenigorodka TCC he was beaten and doused with cold water.
“In 54 years I have never encountered such humiliating treatment and abuse,” the man said.
Lubinets reported that the specialized defense prosecutor’s office for the Central Region has opened a criminal investigation into the incident. The head of the Zvenigorodka district TCC has already been removed from his post.
Previously, Lubinets had reported that a father of five underage children, who was entitled to a deferment, was being held at one of Kyiv’s TCCs. Before that, the ombudsman learned of people with disabilities and mental disorders being held at the Ternopil TCC.
