23.11.2025 - 16:05Bloomberg has offered its own version of the adjustments to U.S. President Donald Trump’s plan, which Kyiv and European countries are set to promote at today’s talks in Switzerland.
According to the agency, the counterproposal from Europe and the Ukrainian authorities includes:

abandoning the demand that Ukrainian troops withdraw from Donetsk Region: “Ukraine and its European allies will insist that talks with Russia on territorial swaps can take place only after the war ends along the current line of contact”;

the U.S. must provide security guarantees similar to the mutual-defense provisions of NATO’s Article 5;
-
frozen Russian assets must be used for reconstruction and compensation to Ukraine. At the same time, the U.S. would receive compensation for the strong guarantees it provides, and the Russian assets would remain frozen if Moscow does not agree to pay Ukraine for the damage it has caused;
-
sanctions on Russia would be lifted gradually if Moscow complies with the terms of the agreement;
-
the size of the Ukrainian army must not be reduced, or a higher ceiling must be set than the 600,000 troops stipulated in Trump’s plan — for example, 800,000.
Earlier we reported that the U.S. delegation led by U.S. special envoy Steven Witkoff and Secretary of State Marco Rubio is already in Geneva. The head of the Presidential Office, Andriy Yermak, also stated that Ukraine has begun negotiations on Trump’s peace plan in Geneva.
