The Telegraph publishes the full text of Europe’s peace plan for Ukraine, which differs from the U.S. plan
23.11.2025 19:02European Council President António Costa has sent invitations to the leaders of all EU countries for a special EU summit on resolving the Russia–Ukraine conflict on November 24.
He announced this on X.
“I have invited all 27 EU leaders to a special meeting on Ukraine, to be held on the sidelines of the EU–African Union summit in Luanda (Angola) on Monday,” he wrote.
Costa met with European leaders during the G20 summit taking place in Johannesburg.
The event was announced against the backdrop of the publication of the U.S. plan to end the Russian–Ukrainian conflict. The plan consists of 28 points, including the transfer of territory to Russia, security guarantees for Ukraine, and a partial lifting of sanctions on Moscow.
Russia and Ukraine have confirmed receipt of the plan. Moscow has expressed its readiness to discuss the document, while Kyiv intends to hold internal discussions on the points and consultations with its allies.
