17.08.2026 16:08People’s Deputy from “Servant of the People” Oleksandr Kachura named the bribe amounts that must be paid to be appointed to leadership positions in territorial recruitment and social support centers.
According to him, the position of district TCC head costs $50,000, and a regional one — $150,000. The deputy made this statement in an interview with Natalia Vlashchenko on her YouTube channel “Vlast vs Vlashchenko.”
“As of today, it seems to me, all the guys here know — you have a male team — how much it costs to get out of the TCC. Ten to fifteen thousand dollars, depending on the district, depending on the region. And in order to get the position of district TCC head, you have to pay $50,000. For a regional head the rate is $150,000. So tell me, are these people — if you can call them that — taking these positions to improve the country’s defense capability?” — the deputy asked rhetorically.
Kachura also pointed to a noticeable improvement in the standard of living of military commissariat employees in small towns. As an example, he cited his hometown of Konotop and Shostka.
“And everyone knows this! In a city — for example, in my hometown of Konotop or in Shostka, anywhere — everyone knows how a TCC guy lives now. Sorry, he used to ride a bicycle, and now a Land Cruiser is parked outside his house, and his wife drives a Cayenne,” — Kachura said.
Media outlets and law enforcement agencies report almost daily on extortion by military commissars and on assets they have acquired that are clearly beyond their official salaries.
Kachura’s colleague, MP Ruslan Horbenko, for his part proposed raising the salaries of military commissars so that they would not be tempted to take bribes.
