Court orders pretrial detention for second suspect in case over protests near Azov building outside Kyiv
05.11.2026 08:31The National Anti-Corruption Bureau of Ukraine has detained Volodymyr Tsenov, first deputy head of the Department of Strategic Investigations of the National Police, in the “Carthage” case.
This was reported by Ukrainska Pravda, citing sources.
According to the publication, it is Tsenov who appears under the pseudonym Price in the new NABU recordings published yesterday.
According to investigators, he was responsible for shielding fraudulent call centers on the part of the police. For this, the organizers of the network monthly transferred bribes to cryptocurrency wallets.
The NABU materials also cite Price’s conversations with the organizer of the criminal group nicknamed Kriminal — Andriy Osypov, who is close to the SBU. They discussed searches at the call centers, the return of seized equipment through court, and payments for the necessary decisions.
Yesterday NABU published a new part of the “Carthage” investigation into a criminal organization that, according to investigators, operated under the patronage of high-ranking SBU, National Police and prosecutor’s office officials.
In particular, according to media reports, searches were conducted at the homes of the leadership of the SBU Department for the Protection of National Statehood, Kovalchuk and Duka.
The publication writes in more detail about NABU’s accusations against SBU leaders in a separate article.
