National Agency for the Prevention of Corruption of Ukraine detects illicit enrichment in Former Dnipropetrovsk military commissioner

The National Agency for the Prevention of Corruption of Ukraine has identified signs of illicit enrichment totaling nearly 8.5 million Ukrainian hryvnias (approximately 214,000 euros) involving the former head of the Dnipropetrovsk Regional Military Commissariat, Anatoliy Pikalo, based on a lifestyle monitoring.

As reported by the official agency website, it was found that in his 2020 declaration, Pikalo stated that neither he nor his close relatives had any financial assets. However, during the monitoring process, it was established that over the past 4 years, the military commissar’s father acquired movable and immovable property worth 7,889,650 hryvnias (198,600 euros):

• Two apartments in Dnipro valued at 1,776,000 hryvnias and 698,950 hryvnias.
• A VOLKSWAGEN PASSAT car worth 359,700 hryvnias.
• A FORD RANGER car worth 780,000 hryvnias.
• An AUDI A6 car worth 1,875,000 hryvnias.
• A VOLKSWAGEN ID.6 car worth 1,300,000 hryvnias.

Pikalo’s father became the sole founder and ultimate beneficiary owner of a company with a registered capital of 1,100,000 hryvnias, funded by his own cash. In July 2023, this company acquired a share in a commercial complex valued at 1,150,000 hryvnias.

The military commissar’s wife received a gift of $65,000 from her father last year, although her father’s legal income throughout his life is significantly less.

In 2021, the former head of the Dnipropetrovsk Regional Military Commissariat himself acquired two land plots and a residential house.

The National Agency for the Prevention of Corruption has determined that the combined income of Pikalo and his close associates from legal sources is significantly lower than the value of all the assets mentioned above that were acquired.

All the gathered evidence has been passed on by the National Agency for the Prevention of Corruption to the Specialized Prosecution Office for Defense of the Eastern Region for their inclusion in a criminal investigation and for conducting pre-trial investigation against the military commissar.
