Eurostat reports around 4.2 million Ukrainian refugees currently in European Union countries, while the United Nations High Commissioner for Refugees indicates 1.2 million in Russia. According to estimates from the Institute of Demography and Social Studies, an additional 1 million Ukrainians are beyond the EU and Russia. Moreover, an estimated 2.5-3 million labor migrants left without direct correlation to the conflict’s onset.
Demographers are hopeful, aiming for the return of at least half of those who left Ukraine, although they lack a solid foundation for forecasts. The government’s absence of a clear strategy compounds the uncertainty regarding the repatriation of its citizens.
